1. Population groups, for outpatient treatment of which drugs are dispensed by prescriptions of doctors free of charge:
1) regardless of the size of the average monthly total income of their family:
• children under the age of three;
• participants in hostilities, persons with disabilities as a result of the war, victims of the Revolution of Dignity and persons who are subject to the Law of Ukraine "On the status of war veterans, guarantees of their social protection" (link) Закону України “Про статус ветеранів війни, гарантії їх соціального захисту”;
• persons affected by the Chernobyl disaster and assigned to categories 1 and 2 in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" (link) - Закону України “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”;
• minor children of deceased citizens assigned to categories 1 and 2, whose death is associated with the Chernobyl disaster, in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" (link) Закону України “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”;
• adolescent girls and women with contraindications to pregnancy, as well as women who suffered as a result of the Chernobyl disaster (contraception - hormonal drugs);
• pensioners who receive a pension for old age or in connection with the loss of a breadwinner (except for persons who receive a pension for children in connection with the loss of a breadwinner), if these persons receive a pension in an amount not exceeding the minimum pension;
• persons with disabilities who receive an old-age pension, a disability pension or a loss of a breadwinner (except for persons who receive a pension for children in connection with the loss of a breadwinner), if these persons receive a pension in an amount not exceeding the minimum pension in accordance with the Law Ukraine "On the Basics of Social Protection of Persons with Disabilities in Ukraine" (link) Закону України “Про основи соціальної захищеності осіб з інвалідністю в Україні”;
• persons with disabilities and persons receiving state social assistance assigned instead of a pension, in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine" (link) Закону України “Про основи соціальної захищеності осіб з інвалідністю в Україні”;
• children with disabilities in accordance with the Law of Ukraine "On the Basics of Social Protection of Persons with Disabilities in Ukraine - Закону України “Про основи соціальної захищеності осіб з інвалідністю в Україні”;
• veterans of military service, veterans of internal affairs bodies, veterans of the tax police, veterans of the state fire brigade, veterans of the State Penitentiary Service, veterans of the Civil Protection Service, veterans of the State Service for Special Communications and Information Protection in accordance with the Law of Ukraine "On the Status of Veterans of Military Service , veterans of the internal affairs bodies and some other persons and their social protection " - Закону України “Про статус ветеранів військової служби, ветеранів органів внутрішніх справ і деяких інших осіб та їх соціальний захист”;
2) if the size of the average monthly total family income per person for the previous six months does not exceed the amount of income that gives the right to tax social benefits:
• children from large families in accordance with the Law of Ukraine "On Child Protection" (link) Закону України “Про охорону дитинства”;
• persons affected by the Chernobyl disaster and assigned to category 3 in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" (link) Закону України “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”;
• participants in the war, persons with special services to the Motherland;
• victims of Nazi persecution in accordance with the Law of Ukraine "On Victims of Nazi Persecution" (link) Закону України “Про жертви нацистських переслідувань”;
• wives (husbands) of deceased victims of Nazi persecution, recognized during their lifetime as persons with disabilities from a general illness, work injury and for other reasons, who did not marry a second time, in accordance with the Law of Ukraine "On Victims of Nazi Persecution" (link) Закону України “Про жертви нацистських переслідувань”;
• persons who have special labor services to the Motherland in accordance with the Law of Ukraine "On the basic principles of social protection of labor veterans and other elderly citizens in Ukraine" (link) Закону України “Про основні засади соціального захисту ветеранів прац і та інших громадян похилого віку в Україні”;
• minor children of deceased citizens from among the participants in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant, classified as category 3, whose death is associated with the Chernobyl disaster, in accordance with the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" (link) Закону України “Про статус і соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи”;
• persons who have worked since the accident at the Chernobyl nuclear power plant in July 1, 1986 for at least 14 calendar days or at least three months during 1986-1987 outside the exclusion zone at work with particularly hazardous working conditions (due to the radiation factor), this " with the elimination of the consequences of the Chernobyl disaster, were carried out according to government assignments.
2. Population groups, for outpatient treatment of which drugs are dispensed by prescriptions of doctors with payment of 50 percent of their cost:
• children between the ages of three and six
• Persons with disabilities of I and II groups in accordance with the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine" (link) Закону України “Про основи соціальної захищеності осіб з інвалідністю в Україні”;
• deported persons who have reached retirement age or are persons with disabilities, in accordance with the Law of Ukraine "On the restoration of the rights of persons deported on ethnic grounds" (link) Закону України “Про відновлення прав осіб, депортованих за національною ознакою”;
• rehabilitated persons who have become disabled as a result of repression or are pensioners, in accordance with the Law of Ukraine "On the rehabilitation of victims of political repression in Ukraine" (link) Закону України “Про реабілітацію жертв політичних репресій на Україні”;
• honorary donors of Ukraine in accordance with the Law of Ukraine "On the donation of blood and its components" and citizens of Ukraine, awarded with the badge "Honorary donor of the USSR" (link) акону України “Про донорство крові та її компонентів”, in accordance with the resolution of the Verkhovna Rada of Ukraine dated June 23, 1995 No. 240/95-VR "On the introduction into force of the Law of Ukraine "On the donation of blood and its components" (link) “Про введення в дію Закону України “Про донорство крові та її компонентів”.
* Free dispensing of medicines for the listed categories of diseases and for the above categories of persons is carried out only in the case of outpatient treatment of the underlying disease, for which the patients were provided with benefits and in accordance with the available budget funding for the specified purposes.
REFERENCE The estimates of the State Institution "TMA of the Ministry of Internal Affairs of Ukraine in the Cherkasy Region" for 2022 do not provide funds for the purchase of medicines for the above population groups.
In case of receipt of funds for the corresponding expenses, patients and visitors of the institution will be additionally informed.
